تمرّ علينا الذكرى الثانية عشرة للإبادة الجماعية التي ارتكبها تنظيم داعش الإرهابي بحق أبناء الإيزيديين في سنجار في الثالث من آب عام 2014؛ تلك الجريمة التي خلّفت آلاف الضحايا والمختطفين والمفقودين، وشرّدت عشرات الآلاف من ديارهم، وتركت جراحاً عميقة ما زالت حاضرة في الذاكرة والوجدان.
في هذه الذكرى الأليمة، ينحني كونغرس إيزيدية المهجر (KED) إجلالا أمام أرواح الشهداء والضحايا الأبرياء، ويعبّر عن عميق حزنه وتضامنه مع عائلاتهم، ومع الناجيات والناجين، والمختطفات والمختطفين، وجميع من لا يزال مصيرهم مجهولا. إن آلامهم ليست شأناً إيزيدياً فحسب، بل جرح إنساني ونداء دائم إلى الضمير العالمي كي لا تتكرر مثل هذه الجرائم.
إن مرور اثني عشر عاماً على الإبادة، من دون معالجة جذرية لمعاناة سنجار وأهلها، يمثل إخفاقاً سياسياً وأخلاقياً لا يجوز استمراره. وعليه، يدعو كونغرس إيزيدية المهجر الحكومة الاتحادية العراقية، وحكومة إقليم كردستان، والسلطات المحلية، وجميع الجهات المعنية، إلى تحمّل مسؤولياتها الدستورية والإنسانية والتاريخية من خلال:
– إنهاء حالة الفوضى والانقسام الإداري والأمني في سنجار، وتوحيد الإدارة على أساس القانون والكفاءة والمشاركة الحقيقية لأبناء المنطقة.
– توفير الأمن والاستقرار والخدمات الأساسية، وإعادة إعمار سنجار وتهيئة الظروف الملائمة لعودة النازحين عودةً آمنة، وطوعية وكريمة ومستدامة.
– تعويض الضحايا والمتضررين تعويضًا عادلًا ومنصفًا، ورعاية الناجيات والناجين وعائلات الضحايا والمفقودين، وضمان حقوقهم الاجتماعية والاقتصادية والنفسية.
– الكشف عن مصير جميع المختطفين والمفقودين، ومواصلة البحث عن المقابر الجماعية وتوثيقها وصونها، والتعرّف إلى رفات الضحايا وتسليمها إلى ذويهم بما يحفظ كرامتهم.
– تحقيق العدالة ومحاسبة جميع مرتكبي الإبادة والمتورطين فيها والداعمين لها، وتقديمهم إلى محاكمات عادلة، وعدم السماح بالإفلات من العقاب أو طمس الأدلة والحقائق.
– حماية الإيزيديين وسائر المكونات والأقليات في العراق، وضمان حقوقهم ومشاركتهم الفاعلة في إدارة مناطقهم وصنع القرارات المتعلقة بمستقبلهم.
وعلى مستوى إيزيديي المهجر، يدعو الكونغرس جميع المؤسسات والمنظمات والشخصيات والفعاليات الإيزيدية إلى توحيد الصف، وتجاوز الخلافات والمصالح الضيقة، والعمل بروح المسؤولية والشراكة. فقوة قضيتنا تبدأ من وحدتنا، واحترام تعدديتنا، وتقديم المصلحة العامة لشعبنا على كل اعتبار.
كما ندعو أبناء شعبنا في المهجر إلى الحفاظ على هويتهم الإيزيدية والإنسانية، ونقل تراثهم وقيمهم إلى الأجيال الجديدة، والانفتاح الإيجابي على المجتمعات التي يعيشون فيها، وبناء جسور الثقة والصداقة والتعاون مع القوى الديمقراطية والحقوقية والمدنية. إن كسب الأصدقاء والمناصرين لقضيتنا ضرورة لحمايتها وإبقاء صوت الضحايا حاضرا في المحافل الدولية.
ويثمّن كونغرس إيزيدية المهجر اعتراف العديد من الدول والبرلمانات الغربية والدولية بما ارتكب بحق الإيزيديين بوصفه إبادة جماعية.
وندعو إلى تحويل هذا الاعتراف من موقف أخلاقي وقانوني إلى التزامات عملية، عبر دعم إعادة إعمار سنجار، ومساندة عودة النازحين، وتمويل برامج التعافي والتأهيل، والمساعدة في توثيق الجرائم وملاحقة مرتكبيها، وتعزيز منظومات حماية الإيزيديين وجميع الأقليات المهددة.
إن إحياء ذكرى الإبادة لا يعني استذكار الألم وحده، بل تجديد العهد للضحايا بأن تضحياتهم لن تُنسى، وأن أصوات الناجين لن تُهمّش، وأن العدالة ستظل مطلباً لا يسقط بالتقادم. كما أنها مناسبة للتأكيد أن سنجار يجب ألا تبقى ساحةً للصراعات والمصالح، بل ينبغي أن تعود وطنًا آمنًا لأهلها، ومثالاً للتعايش والكرامة والسلام.
الرحمة والخلود لأرواح الضحايا،
الحرية للمختطفين وكشف مصير المفقودين،
العودة الآمنة والكريمة لنازحي سنجار،
والعدالة والكرامة والسلام للشعب الإيزيدي وجميع مكونات العراق.

On the Twelfth Anniversary of the Genocide Against the Yazidis of Sinjar
As we mark the twelfth anniversary of the genocide committed by the terrorist organization ISIS against the Yazidi people of Sinjar on 3 August 2014, we remember a crime that claimed thousands of lives, left countless people abducted and missing, displaced tens of thousands from their homes, and inflicted deep wounds that remain etched in our memory and conscience.
On this painful anniversary, the Congress of Yazidis in Diaspora (KED) bows in respect before the souls of the martyrs and innocent victims. We express our profound sorrow and solidarity with their families, with the survivors, with those who were abducted, and with all whose fate remains unknown. Their suffering is not only a Yazidi tragedy; it is a wound to humanity and a lasting call to the conscience of the international community to ensure that such crimes are never repeated.
The passing of twelve years since the genocide, without a comprehensive and lasting solution to the suffering of Sinjar and its people, represents a political and moral failure that cannot be allowed to continue. Accordingly, the Congress of Yazidis in Diaspora calls upon the Federal Government of Iraq, the Kurdistan Regional Government, the local authorities, and all relevant parties to fulfil their constitutional, humanitarian, and historical responsibilities by:
• Ending the state of administrative and security fragmentation and instability in Sinjar, and unifying its administration on the basis of the rule of law, competence, and the genuine participation of the people of the region.
• Providing security, stability, and essential public services; rebuilding Sinjar; and creating the necessary conditions for the safe, voluntary, dignified, and sustainable return of internally displaced persons.
• Providing fair and equitable compensation to victims and those affected by the genocide, supporting survivors and the families of victims and the missing, and guaranteeing their social, economic, and psychological rights.
• Determining the fate of all abducted and missing persons, continuing the search for, documentation, and protection of mass graves, identifying the remains of victims, and returning them to their families in a manner that preserves their dignity.
• Achieving justice by holding all perpetrators, accomplices, and supporters of the genocide accountable, bringing them before fair courts, and ensuring that impunity, the destruction of evidence, and the concealment of the truth are not tolerated.
• Protecting the Yazidis and all other communities and minorities in Iraq, safeguarding their rights, and ensuring their meaningful participation in the administration of their regions and in decisions concerning their future.
At the level of the Yazidi diaspora, the Congress calls upon all Yazidi institutions, organizations, public figures, and community initiatives to unite, overcome divisions and narrow interests, and work in a spirit of responsibility and partnership. The strength of our cause begins with our unity, our respect for diversity, and our commitment to placing the common good of our people above all else.
We also call upon members of our community in the diaspora to preserve their Yazidi identity and shared humanity, to pass on their heritage and values to future generations, to engage positively with the societies in which they live, and to build bridges of trust, friendship, and cooperation with democratic, human rights, and civil society actors. Gaining friends and advocates for our cause is essential to protecting it and ensuring that the voices of the victims continue to be heard in international forums.
The Congress of Yazidis in Diaspora welcomes the recognition by numerous countries and national and international parliaments that the crimes committed against the Yazidis constitute genocide. We call for this recognition to be translated from a moral and legal position into concrete action by supporting the reconstruction of Sinjar, assisting the return of displaced people, funding recovery and rehabilitation programs, helping to document the crimes and prosecute those responsible, and strengthening protection mechanisms for the Yazidis and all other vulnerable minorities.
Commemorating the genocide is not merely an act of remembering suffering; it is a renewed pledge to the victims that their sacrifices will never be forgotten, that the voices of the survivors will never be marginalized, and that justice will remain an enduring demand that does not diminish with the passage of time. It is also an opportunity to reaffirm that Sinjar must no longer remain an arena for conflict and competing interests, but should once again become a safe homeland for its people and a model of coexistence, dignity, and peace.
Eternal peace and remembrance to the souls of the victims.
